If your Android cannot connect to a PC or laptop via Bluetooth, the fault may be caused by either the phone or the PC module. The failure can usually be fixed by the user but in more serious situations such as a hardware damage, the user has to go to a service center.

First, you need to figure out which device is not operating properly. Perhaps, the Bluetooth module on Android is just disabled. In order to enable it, you have to open the settings and move the appropriate slider to the “ON” position.

Bluetooth should also be enabled on the PC. Under Windows 7, the module is enabled in “Devices and printers” while under Windows 10 there is a special tab in “Options”. The module will not operate without them and the wireless connection will not be established.

If the phone module does not turn on or shows permanent booting, it may be caused by a system or hardware failure. Try to restart the device, reset all the network settings or perform hard reset. Hard reset (complete reset of Android) will delete all user files from the phone, so do not forget to make a backup copy of your data first.
If the problems with connecting via Bluetooth and transferring files arose after installation of custom firmware, you will have to stop using it. Use the official firmware provided by the smartphone/ tablet manufacturer or search for some stable assemblies with all features operating properly. If there are no software faults, go to a service center. The Bluetooth module might be out of order after an impact, water ingress or any other negative effect.

Open Windows 10 Options and go to “Devices”.
Go to the “Bluetooth” tab.
Move the slider to the “On” position.
Press “More Options” in the “Related options” field.
Check all items in the “Options” tab so that the PC can be detected by another device.

Under Windows 7, Bluetooth parameters can be opened by right clicking the icon in the system tray. In the Options you should also enable detecting the PC by other devices.

The next step is enabling detection on Android:
Go to the settings and open “Bluetooth”.
Move the slider to the “On” position to turn the module on.
You will see the name of the phone below. Tap it to change the mode to “Discoverable for nearby devices”.

After you have enabled the module and permitted detection by other devices, the phone name will appear in the Windows options. Press on it and then click on “Connect” to establish pairing. A secret code will appear on the screen of the smartphone and PC. You need to confirm that it is matching and then pairing will be established.
After connection is established, you can transfer files both ways via Bluetooth. This is not the fastest way: using Wi-Fi or a USB cable for connection is much more efficient but for some tasks this method is quite suitable.
